Description

The Declaration of San Salvador promotes multilateral cooperation through joint actions, exchange of good practices and experiences that contribute to the prevention, detection, investigation and follow-up of events related to corruption.

Among the main commitments assumed by the SAIs through the Declaration of San Salvador are the signing of inter-institutional agreements, the strengthening of education and training programs, and the promotion of information exchange, among others.

Name Declaration of Punta Cana on the promotion of citizen participation in the monitoring and control of Agenda 2030 sustainable development goals.

Description The Declaration of Punta Cana proposes that SAIs join efforts to support the implementation of the UN’s 2030 Agenda whilst observing their independence, regulatory framework, resources and particular environment.To meet this objective a common catalogue of principles is being outlined to help foster citizen participation at the highest possible level, as a legitimacy mechanism for the monitoring and control of Agenda 2030 SDGs. Additionally, a four-level reference parameter (basic, low, intermediate and high) which defines the maturity model to be considered by each EFS for relationships with citizens, is being promoted.

Finally, the development of laws and regulations to ensure the effective participation of civil society in SAIs’ oversight work is being encouraged in each country, in line with the competency and legal framework of each SAI.

Name Cusco Declaration on SAIs and Public Governance Contributing to Sustainable Human Development

Description With the Declaration of Cusco, OLACEFS SAIs undertake to focus efforts on strengthening public governance for the benefit of economic and social development and environmental sustainability in the context of public oversight, with a comprehensive approach to gender, as appropriate, through the creation of competencies and activities on the structural aspects of government action, giving due attention to the areas posing the greatest risk to achieving the new sustainable development goals and those objectives prioritized by each country, as well as those sectors identified as being most vulnerable in the face of corruption.In addition, SAIs are recognized as key players that could make a significant contribution to the post-2015 development agenda, and they are instructed to contribute – bearing in mind their independence – to building capacities for their teams as well as improving public accounting systems, these being elements that can contribute to this agenda. They are also instructed to promote joint activities that can contribute to achieving the objectives of the agenda through the formulation of guidelines to be included in the OLACEFS Strategic Plan, and to foster SAI participation in monitoring the agenda.

They are also encouraged to continue strengthening inter-institutional relations between regional organizations involved in the prevention, identification, investigation and monitoring of events relating to corruption, developing mechanisms that foster greater coordination and mutual assistance, favoring cross-cutting and multidisciplinary exchange of best practices and experiences at regional level.

Name Declaration of Santiago on Governance, the Fight Against Corruption and Public Trust.

Description The Declaration of Santiago recognizes the new role of SAIs to draw on their specific features in order to contribute to the development of good governance. This involves exploring and developing new ways of communicating and working together with and/or to complement the citizenry in order to achieve synergies that enhance social control, allied to the supreme oversight role of SAIs, as well as enhancing and strengthening the functions of the SAIs themselves.It also makes a satisfactory assessment of the 50 years since OLACEFS’ founding, recognizing that new fields of action on compliance, financial and performance audit have been opened up, and acknowledging the development of coordinated audits and the incorporation of international audit standards on the continent. In addition it states that OLACEFS will develop a Knowledge Management System on the oversight of corruption, transparency, accountability and citizen participation.

Description The Declaration of Santo Domingo highlights the role of women in managerial positions in SAIs, in the fight for transparency, accountability and against corruption in their respective societies, all framed within the proper administration of public spending, the promotion of democracy, good governance and citizen satisfaction.It was decided to present the conclusions and recommendations of the meeting concerning the implementation of gender policies within SAIs and the oversight of compliance with laws on gender equity in terms of their being understood, implemented and monitored through adopting transversal programs to empower women in the oversight process.

Description Through the Asuncion Declaration on the Environment and Sustainable Development, SAIs undertake to encourage and motivate governments of OLACEFS member countries to prioritize environmental issues in their government plans, focusing on sustainable development and taking into account climate change and alternative energy, with the aim of improving the living conditions of the population.In addition they have undertaken to promote massive awareness and information campaigns on the importance of environmental issues, to strengthen the processes of monitoring and controlling public policies and rules on environmental issues in all member countries, and to enforce them economically, efficiently and effectively. In addition, the undersigned SAIs undertook – whilst respecting the legal systems of each country – to create a unit within their organizational structure dedicated to environmental issues and take on specialized staff.

Description Through the Asuncion Declaration on the Principles of Accountability, the OLACEFS SAIs agree to adopt and disseminate eight principles of accountability to promote good governance. These principles are established as a guide for OLACEFS members to foster the proper exercise of accountability in their countries and also seek to establish an obligation to provide information on and to justify the decisions of public authorities, to ensure transparency of information, penalties for noncompliance, and active citizen participation that fits the legal framework of each SAI.
