In August of 2021, the Latin American and Caribbean Organization of Supreme Audit Institutions (OLACEFS), with the signatures of the President, Comptroller General of the Republic of Peru, Nelson Shack Yalta and the Executive Secretary, Comptroller General of the Republic of Chile, Jorge Bermúdez Soto, signed a Memorandum of Understanding with the German Cooperation through the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ), which formalizes the commitment of OLACEFS and GIZ for the joint implementation of the Regional Project for Strengthening External Financial Control for the Prevention and Effective Combat of Corruption.

Aware of the effects of corruption and the relevant role of Supreme Audit Institutions (SAIs) in its prevention and combat, in alliance with civil society and other government agencies, the objective of this alliance is to strengthen the more active participation of SAIs in national anti-corruption systems, including the context of the COVID-19 pandemic, at the regional level. It also incorporates relevant cross-cutting issues: on the one hand, the promotion of the digitalization process of external control and, on the other, the promotion of gender equality.

With the support of the Federal Ministry for Economic Cooperation and Development (BMZ) of Germany, the Project will be implemented taking into consideration three outputs o areas of joint action: (1) improving the OLACEFS service offering for the active participation of the SAI in national anti-corruption systems, (2) optimizing the participation of non-governmental actors to increase the scope of audits (including those of performance) of SAIs, and (3) strengthen information exchange and technical cooperation between SAIs and other government actors.

It should be noted that to ensure the participatory approach and integration between the parties, the Executive Committee of the OLACEFS-GIZ Project was created, in charge, mainly, of defining the strategies and aspects related to the planning, execution, coordination, communication and monitoring of the Project’s technical cooperation. The Executive Committee is made up of representatives of the OLACEFS Presidency and Executive Secretariat; the Chairs of the Working Group Specialized in the Fight against Transnational Corruption (GTCT) and of the Capacity Building Committee (CCC), both from OLACEFS, as well as from GIZ.
