In compliance with its 2012 Action Plan, the then Regional Training Committee (CCR), now known as the Capacity Building Committee (CCC), held the International Seminar on Fiscal Control and Public Works in Latin America on August 2 and 3, 2012, in Montevideo, Uruguay, as an initial framework for international cooperation in this area.
The seminar was held within the framework of Phase I of the OLACEFS-GIZ Regional Program, which contracted a Specialized Consultancy in Public Works Auditing, with the main objective of supporting the region’s SAIs in the process of identification and socialization of good practices in public works audits as a strategy for joint learning and institutional capacity building.
Therefore, in this seminar, the first suggestions were made and, in the LIV Meeting of the Board of Directors held in January 2013 (Brasilia), the beginning of the work was approved with a view to the conformation of the Public Works Audit Working Group (GTOP), which was finally resolved in the LV Meeting of the Board of Directors held in July 2013 (Tegucigalpa), where the formation of the Public Works Audit Working Group (GTOP) and its terms of reference were approved.
Currently, the presidency of the GTOP is held by the Office of the Comptroller General of the Republic of Chile and, as main projects, the Coordinated Audit of Renewable Energies (ACER), led by the Federal Court of Accounts – Brazil (TCU), and the Coordinated Audit of Mining Environmental Liabilities (CA MELs), led by the Office of the Comptroller General of the Republic of Chile.
Finally, it is important to note that, at the LXX Meeting of the OLACEFS Board of Directors, held in San Salvador, El Salvador, on October 15, 2019, the decision was made to approve the extension of the term of the GTOP until the first meeting of the Board of Directors of the year 2021, in accordance with the provisions of the Agreement 1410/10/2019.
